Job Summary:

Responsible for performing a variety of duties involved in the enforcement of laws and the
prevention of crimes; conducting and participating in general investigations of crimes,
accidents, and cases; controlling traffic flow and enforcing state and local traffic
regulations; and performing a variety of technical and administrative tasks in support of the
Department.

 
Scope of Responsibility:

Working under limited supervision, incumbent makes non-routine choices within
established policies and procedures. Incumbent is able to perform advanced
troubleshooting or analysis. Incumbent must maintain cooperative relationships with other
departments within the city and with the public.

 
Minimum Qualifications:
 
Police Officer I
Position requires specialized training beyond high school that can be obtained in one year
or less, and less than one year of related work experience.

 
Police Officer II
Position requires specialized training beyond high school that can be obtained in one year
or less, and two years of work experience equivalent to that of a police officer.

Career Development
is a program which provides career guidance, recognition of accomplishments and financial incentives for non-supervisory officers at the Orlando Police Department. The Career Development Program provides a distinct career tract for officers who want to go beyond the minimum requirements of their jobs and who want to be recognized and rewarded for their extra efforts.
In order to advance through each of the four Career Development levels, officers must meet seniority requirements and earn a minimum number of credits in the area of training, professional achievement and community involvement. Officers receive credits in most cases for being involved in activities that are "above and beyond" the requirements of their current job assignments. Unlike other promotional systems, however, there are no tests that the officer must pass in order to advance in the program and there is no limit to the number of officers who may advance to any level. The program is monitored by a full-time civilian Police Career Counselor.
Bonuses are awarded at each level of the Orlando Police Department’s Career Development Program, and are set by the current contract. At the Career Officer I, II, and III levels, a one time bonus is given. Officers who achieve the highest level of Master Police Officer receive annual bonuses. All bonuses in the Career Development Program are pensionable income. In addition to bonuses, Master Police Officers receive promotional benefits over other officers according to the current labor contract. Master Police Officers also wear gold Master Police Officer Badges and collar brass for which they are recognized throughout the department and in the community.

Senior/Master Officer Program

PROGRAM DESIGN: The greatest asset within our law enforcement agencies are the employees. The goal of this joint venture between the North Alabama Chiefs of Police Association and the North Alabama Public Safety Institute is to create a Career Development Program designed for law enforcement professionals to continually improve their skills, knowledge, and abilities. This program is designed to help employees grow professionally, with a minimal amount of time away from the job.  Courses will be offered in Florence at the University of North Alabama (UNA) and in Madison (Madison Police Department) on a regular rotation, and exporting courses to other areas of Alabama will be considered upon request.

RESPONSIBILITY: Career development will be on-going and documented by each department individually, and by the University of North Alabama Public Safety Training Institute, on behalf of the North Alabama Chiefs of Police Association. 

 
CAREER ENHANCEMENT:

Below are the following steps and requirements:

 
1. SENIOR OFFICER:

(a) Two years continuous experience as a sworn law enforcement officer with the law enforcement agency.

(b) Satisfactory performance evaluations.

(c) Recommendation by immediate supervisor.

(d) Review of disciplinary action.

(e) Completion of Field Training Officer Course.

(f) Completion of a minimum of FIVE (5) of the following advanced/specialized training (8 hour) courses, or equivalent,  that has been identified as applicable to the needs of their agency.

 
(1) Report Writing.

(2) Advanced Traffic Accident Investigation.

(3) Case Preparation & Court Presentation.

(4) Criminal law.

(5) Crisis Intervention.

(6) Domestic Intervention.

(7) Injury & Death Investigation.

(10) Narcotics ID & Investigations.

11) Stress Awareness & Resolution.

(16) Other Departmental approved course.

 
(g) Associates Degree or higher in Criminal Justice could apply towards the training requirements of Senior Police Officer, provided that applicant has completed " a" through " e" above.

 
 2. MASTER OFFICER:

(a) Five years continuous experience as a sworn law enforcement officer with the law enforcement agency, designation as a Senior Police Officer as described above.

(b) Satisfactory performance evaluations.

(c) Recommendation of immediate supervisor.

(d) Review of disciplinary action.

(e) Completion of line Supervision Course or equivalent.

(f) Completion of FIVE (5) of the following advanced/specialized training (8 hour) courses or equivalent:

Additional in-service training will address career specialty training. Special assignment openings or proposed openings are to be based on skills, knowledge, and abilities required for the specialized assignment.

Employees may pursue higher education. Law Enforcement Agencies in the North Alabama area  encourages all sworn personnel to pursue a degree in a law enforcement or a specific related field. Other education, such as seminars, state certified training courses, etc. may be attended with the approval of the Sheriff/Director/Chief of Police or CEO of the agency, and applied toward these certifications.

 Upon successful completion of the above requirements, officers will be awarded a certification (Certificate and Service Ribbon)  from the North Alabama Chiefs of Police Association and the University of North Alabama Public Safety Institute.

SUMMARY: Under general supervision, patrols, investigates, responds to calls for service, enforces laws, prevents crimes, educates citizens according to area of assignment. The work of this classification is distinguished by its increased independence of action, greater knowledge of the law enforcement field, and the ability to complete complex investigations and solve problems.

ESSENTIAL FUNCTIONS: (Essential functions, as defined under the Americans with Disabilities Act, may include the following tasks, knowledge, skills and other characteristics. This list is ILLUSTRATIVE ONLY and is not a comprehensive listing of all functions and tasks performed by incumbents of this class.)

PRIMARY DUTIES AND RESPONSIBILITIES:

_ Enforces Federal, State and City laws, codes and ordinances;

_ Responds to service calls from citizens regarding accidents, criminal or civil acts, or need for assistance;

_ Primary responder to all 911 emergency public safety calls for service, including Hazmat;

_ Assists the Sergeant in the investigation of critical incidents or major events as assigned or delegated;

_ Serves as a mentor to less experienced officers in the field;

_ Performs pro-active patrols in assigned areas to deter or detect criminal activity;

_ Investigates accidents and prescribes enforcement action based on investigation and interviews with victims, witnesses, and participants;

_ Conducts criminal investigations including the gathering and preserving of evidence, interrogation of suspects or criminals and interviewing victims and witnesses;

_ Educates students, parents, citizens, neighborhoods and community groups on crime prevention, bicycle safety, safe driving, Driving Under the Influence of Drugs and Alcohol, child and adult safety precautions, awareness of environment, dangerous situations, drugs, and community resources and support available to individuals and families;

_ Develops and distributes educational and informational materials related to area of assignment;

_ Identifies crime problems and initiates action to address them;

_ Maintains and prepares case reports and daily logs of activities in assigned areas;

_ Prepares cases for traffic, criminal and civil court actions with prosecuting attorneys;

_ Testifies in court to evidence gathered and presented;

_ Participates in specialized duties according to area of assignment;

_ Drafts search warrants and conducts searches as assigned;

_ Detains, arrests, transports and turns over suspects and criminals to jail or detention officials;

_ Serves Order of Protection, Harassment Orders, Arrest Warrants;

_ Gives presentations to a variety of audiences in schools, community organizations and at special events;

_ Resolves routine to moderately complex problems encountered in performance of work assignments;

_ Performs other related duties as assigned.

PHYSICAL REQUIREMENTS AND WORK ENVIRONMENT: Work requires working rotating shifts and extended workdays outside the regular working hours, overtime, and call-out assignments. Work requires data entry, public speaking, vision, hearing, regular standing, walking, bending, stooping, running, heavy lifting and carrying, and safely and effectively using tools of the trade (firearms, tasers, etc.). May be exposed to hazardous conditions, extreme weather conditions, infectious diseases, air and water borne pathogens, body fluids, combative and assaultive suspects and criminals. Work is performed in office and field environments. Requires the safe use of a City vehicle on City business.

MINIMUM QUALIFICATIONS: An Associate's Degree or 65 college credits; eight (8) years experience as a City of Yuma Police Officer, which includes at least four years of successful performance in the special assignment of Investigations/SBA, Field Training Officer, or Traffic Motor Officer, or at least six years of successful performance in any combination of the special assignments of DARE/SRO, Community Oriented Policing, Gangs, Public Information Officer, or Dog Handler. This requirement does not include light duty assignments.

Work Performance: Satisfactory performance evaluation ratings of 3.5 or above for the previous three (3) years, and no disciplinary action above a written PPR entry or verbal reprimand and no disciplinary action resulting from a sustained internal investigation for the previous three (3) years.

Additional: Must possess and maintain Arizona Peace Officer Standards and Training Law Enforcement Certifications and a valid Arizona Driver's License.

Application Process: Officers who feel they have met the above qualifications may apply for the rank of Master Patrol Officer by submitting a memo to the Lieutenant assigned to Quality Assurance with all supporting documentation attached. The submitting officer is responsible for maintaining and providing the required supporting documents for review. A panel consisting of the Quality Assurance Lieutenant, serving as Chair, two Sergeants, a Human Resources employee, and a certified Patrol Officer will review the documentation and make recommendation to the Chief of Police for acceptance or denial. Such recommendations will be in writing. The Police Chief will make the final determination, which will be provided in writing to the Officer. Officers not recommended for selection will be provided written feedback on the strengths and weaknesses of their qualifications.

ADDITIONAL REQUIREMENT: An employee in this class is required to live within fifteen (15) miles of the City limits, and within the United States.

Chesapeake Virginia Master Police Officer Program


CITY OF CHESAPEAKE, VIRGINIA

CAREER PATHS FOR POLICE DEPARTMENT

PURPOSE

To establish alternative career paths for uniformed police personnel which will allow for career progression outside the supervisory rank structure.

ELIGIBILITY

All full time sworn police personnel are eligible.

CAREER DEVELOPMENT PROGRAMS

A. Employees will be allowed to specialize in the four broad categories of: Investigations; Uniform Patrol; Support Services; and Planning and Administration as outlined in Appendix I.B. Employees may select any of the four career paths, depending on their training and years of service and the needs of the Police Department .C. An employee can move horizontally across the various categories in the career paths or vertically within one category, contingent upon the needs of the department and the ability of the employee to meet the stated requirements for the position desired. D. Employees, who do not choose to enter the supervisory rank structure, will have four career advancement opportunities as follows: Police Office Trainee; Police Officer; Police Officer Specialist; Senior Police Officer and Master Police Officer. Beyond the level of Master Police Officer, an employee wishing to pursue additional career advancement will be required to enter the supervisory rank structure .E. The number of Specialists, Senior and Master Police Officers depends on the present and future needs of the Police Department. The fact that an employee meets the criteria for a particular position does not mean that he/she will automatically progress. Rather, meeting the minimum requirements makes an employee eligible for consideration if and when the Department determines a need for and utilizes an employee's specialized skills. F. The Police Department will establish career planning sessions in conjunction with employee's annual performance evaluation. Career planning sessions will allow the Department to identify its future needs and to evaluate the relative strengths and weaknesses of each employee. The employee will benefit from the sessions by gaining an understanding of potential opportunities for special training and advancement.

TRAINING AND SERVICE REQUIREMENTS

The minimum criteria for progression through the non-supervisory classes are outlined below. Acceptable records of proficiency and specialty areas will be determined by the Chief of Police and approved by the Director of Human Resources prior to the implementation of the Career Path Program. Subsequent changes to the Program will follow the same procedure. A. Police Officer Trainee1. No previous experience required.2. Meet qualifications for entrance to recruit school. B. Police Officer1. Completion of basic recruit training.2. Certification as Police Officer under City guidelines. C. Police Officer Specialist1. Three years continuous service as Police Officer.2. Demonstrated ability to perform the Police Department Mission.3. Record of proficiency in: resolution and investigation of criminal activity, court responsibilities, code of ethics, punctuality and firearms (record of proficiency to be determined by department management).4. Completion of training and acceptable performance in at least one speciality area (speciality areas to be determined by department management; e.g.,S.W.A.T., F.T.O.).

 

5. Completion of 30 college level semester or 45 quarter hours in an approved curriculum, or equivalent to be determined by department management.6. Acceptable driving and accident record and performance evaluation(acceptability to be defined by department management).D. Senior Police Officer1. Three years continuous service as Police Officer Specialist.2. Completion of training and acceptable performance in at least two speciality areas (speciality areas to be determined by department management).3. Continued record of acceptable proficiency as Police Officer Specialist(record of proficiency to be determined by department management).4. Completion of 60 college level semester or 90 quarter hours in an approved curriculum, or equivalent to be determined by department management.5. Continued acceptable driving and accident record, firearms proficiency and performance evaluation (acceptability to be defined by department management).E. Master Police Officer1. Two years continuous service as Senior Police Officer or Police Sergeant.2. Completion of training and acceptable performance in at least four specialty areas (speciality areas to be determined by department management).3. Continued record of acceptable proficiency as Senior Police Officer (record of proficiency to be determined by department management).4. Graduation from an accredited four year college or university with major course work in the field of law enforcement, behavioral or social science, public administration or a related field, or equivalent to be determined by departmental management.5. Continued acceptable driving and accident record, firearms proficiency and performance evaluation (acceptability to be determined by departmental management).

ADJUSTMENTS TO SALARY FOR ALTERNATIVE CAREER PATH PROGRAM ASSIGNMENTS

First-time assignments in the Alternative Career Path Program and any subsequent progression in the Program will result in a 5% salary increase. In instances where a5% salary increase does not take the employee to the minimum of the range for the assigned position, the increase will be to range minimum. Any increase is for the duration of the assignment only. If the employee, who enters the Alternative Career Path Program, is already receiving assignment pay, no additional compensation will be provided for the first level of the Alternative Career Path Program. An employee who participates in the Alternative Career Path Program cannot enter the supervisory rank structure without first vacating the assignment. Employees who have advanced in the Alternative Career Path Program and who later decide to enter thesupervisory rank structure will be subject to any salary adjustment required to deductthe assignment pay and apply the promotion policy provisions. In the event that an employee who has received an assignment(s) in the Alternative Career Path Program enters the supervisory rank structure, the following shall apply: Step #1) The salary percentages associated with the Alternative Career Path Program assignment(s) will be deducted. Step #2) The salary increase percentages associated with the Promotional Policy will be awarded. In the event the application of the above steps reduces the employees salary below the amount he/she earned before the promotion to the supervisory rank structure, the employee's salary will remain the same. Effective retroactively to January 1, 2000, in cases where an individual receives more than a 5% increase in order to be taken to range minimum for an assigned position, the maximum salary deduction upon leaving a career path assignment is as follows:
