JOB DESCRIPTION

Master Police Officer

Definition of Class

This is a sworn law enforcement officer position, in which the incumbent provides law enforcement protection and related services for the

University covering both life and property. Incumbent maintains peace and order, enforces University rules and regulations, State and Federal laws, and supervises the shift officers in the absence of the supervisor.

Examples of Work Performed

Performs a variety of police duties in patrolling assigned area on foot or in police vehicles to detect crime or violation of University regulations and to arrest violators; patrols parking lots, outlying University properties and University buildings to ensure their security.

Regulates pedestrian and vehicular traffic; investigates traffic accidents and files preliminary accident reports; checks all automobiles on University property for improper parking, overtime parking and display of University registration decals; issues tickets for vehicular violations.

Assists emergency ambulance service and provides emergency first-aid treatment to members of the University community and to visitors; provides emergency escort service to the University community and to visitors where necessary.

Observes, detects and reports any unauthorized situations, which may lead to illegal or prohibited actions on campus, which could jeopardize the safety of the University community.

Maintains quality standards, by study and research, in order to keep abreast of advanced techniques and ideas designed to improve police performance.

Maintains public confidence and support by emphasizing public relations through providing information about the University related matters to students, staff, and the general public.

Provides security for special University events; provides transfer for University monies.

Prepares criminal cases and presents testimony in court or other hearings concerning traffic violations, criminal offenses, and disciplinary matters.

Participates in various crime prevention training programs, as directed, to promote public awareness of crime risk and prevention methods.

May be assigned FTO duties to provide field training to peer officers and may assume Officer In Charge (OIC) responsibilities.

Performs related or similar duties as required or assigned.

Essential Functions

These essential functions include, but are not limited to, the following. Additional essential functions may be identified and included by the hiring Department.

1. Patrols campus to enforce laws and regulations.

2. Regulates campus traffic.

Certification:

Certification with the Mississippi Board of Law Enforcement Officer Standards and Training

Licensure:

Must have a valid State of Mississippi driver’s license within first thirty (30) days of employment.

Summary

General Description

Provides specialized professional law enforcement skills by giving service, information and aid to all citizens as circumstances require, preventing crime, suppressing disturbances, investigating criminal offenses and arresting offenders; trains subordinate officers and assumes supervisory status as assigned.

  • A maximum of 30 college credit hours may be substituted, with a minimum of 15 college credit hours from an institution of higher education is required)

Kirksville, MO -Changing ranks: KPD adds 'Master Police Officer'

A new administrative program at the Kirksville Police Department has officers vying for an advanced Master Police Officer rank and additional supervisory responsibilities.

The department has created a new rank and system to reward its officers who strive for excellence and additional responsibility through the Master Police Officer program. Officers, who traditionally were ranked as corporals, must meet performance and evaluative requirements, in addition to having peer assessments, and take on additional supervisor duties to qualify as an MPO.

The policy will allow for qualified and experienced officers to take on additional supervisor roles during their patrol shifts and assist during training with a goal of getting more officers supervisory experience.

"This is a great opportunity to recognize those who do work above and beyond what is expected of them," said KPD Chief Jim Hughes.

He emphasized that with a smaller, stable department, supervisory roles are limited, with the MPO program allowing the department's current six MPOs to fill in during shifts.

"This increases the number of supervisors that are available and helps everyone," Hughes said.

MPOs are distinguished with a uniform patch featuring a blue and silver chevron and a diamond.

Current Master Police Officers are: Rich Harden, Juan Chairez, Bill Puryear, Steve Feeney, Nathan Selby, Luke Bachman.

Murray City Police Department, Utah MPO Program


JOB DESCRIPTION

Title: MASTER POLICE OFFICER

GENERAL PURPOSE

 

Under the general supervision of a Sergeant, performs complex law enforcement duties in providing security, protection and enforcing all laws and city ordinances, performs complex work in investigating crimes.

EXAMPLE OF DUTIES (Any one position may not include all of the duties listed nor do the listed examples include all duties which may be found in positions of this class.)

Responds to life and property threatening calls, such as robbery, burglary, family disturbances, theft, vandalism, arson, riot, fire, etc.

Conducts investigation and follow-up investigation on scene and suspect; makes arrests of offenders.

Writes and files crime case reports, arrest reports, complaint reports, traffic accident reports for each case handled during the shift; issues tickets to traffic violators and testifies in court.

Performs traffic enforcement and routine patrol; operates the Intoxilyzer and radar equipment; monitors traffic movement; reports hazards, such as blockages of street view, holes, etc.

Conducts security checks of business and residential establishments; issues tickets to traffic violators.

Utilizes and trains canines for police work.

Utilizes problem solving techniques to address community problems.

Provides both written and verbal information to the public upon request.

 Participates in and initiates directed patrols.

May function as the officer in charge, in the absence of the Sergeant.

Performs vehicle, foot, bicycle and motorcycle patrol.

Investigates criminal cases ranging from crimes against persons and property to crimes against peace, murder, or indecency; carries out evidence, custody, crime scene control, interviewing of witnesses and suspects in preparations of written formal case reports.

Conducts undercover investigative activities including establishing a relationship with informants to detect illegal activities.

Conducts surveillance of known offenders and known illegal activities for major mass arrests.

Originates investigation cases as necessary, prepares records and reports; meets with District Attorney to determine whether warrants will be issued or not.

Works in liaison with Murray School District personnel for common problems and investigations.

Performs related duties as required.

 

MINIMUM QUALIFICATIONS

 

Education and Experience

 

Minimum ten (10) years experience as an officer either with Murray Police Department or with another full time police service agency as determined at the time of hiring by the Chief of Police.

Obtain three (3) consecutive annual employee evaluations with an overall score of at least 3.75.

POST Advanced Officer Certification.

Fulfilling all requirements necessary for certification as a Master Police Officer (see Master Police Officer requirements).

Special Requirements

Must be POST certified; must possess a valid Utah Driver License.

Maintains 40 hour POST in-service training minimum.

 Must reside within the boundaries of Salt Lake County within one (1) year of appointment.

Necessary Knowledge, Skills and Abilities

Working knowledge of police terminology and practices; working knowledge of city,

state and federal law; working knowledge of the citizen's rights; working knowledge of

the laws of traffic, evidence, search and seizure; working knowledge of investigative techniques.

Skill in the use of firearms and all related police equipment.

Ability to make rapid and sound decisions under pressure; ability to remain composed in stressful situations; ability to establish and maintain effective working relationships with the police, other agencies, and the public; ability to communicate effectively, both verbally and in writing.

Police car, police radio, radar gun, handgun and other weapons as required, handcuffs, Breathalyzer, first aid equipment, desktop and laptop computer, tape recorder.

The Murray Police Department recognizes the talents and dedication of our professional Police Officers. The Chief of Police wishes to recognize those who go beyond that which is required. The purpose of this policy is to establish guidelines and procedures for obtaining and maintaining the status of Master Police Officer.

 

II. PROCEDURE

 

A. Eligibility Requirements

1. Minimum ten (10) years experience as an officer either with Murray Police Department or with another full time police service agency as determined at the time of hiring by the Chief of Police.

2. Obtain last 3 consecutive annual employee evaluations with an overall rating of at least 3.80 with no individual rating below 3.0.

3. POST Advanced Officer Certification, including physical fitness.

4. Post or other approved training courses relating to:

a. First Line Supervisor

b. Instructor Development

c. Internal Affairs

 
5. Option I -- Complete A1, A2, A3, A4 above.

AND

6. Obtain one of the following:

a. Two year degree or higher in Police Science, Criminal Justice, Law Enforcement, sociology, psychology or related field.

b. Forty-five college semester hours in Police Science, Criminal Justice, Law Enforcement, sociology, psychology or related field.

OR

 7. Option II -- Complete A1, A2, A3, A4 above.

AND

8. Six years in any two specialties (minimum of two years in a specialty) listed

below and 1,000 hours of in-service training, not including POST Basic Training.

a. Two years assigned as Motor Officer with certification

b. Two years assigned as I.D. Technician

c. Two years assigned as K-9 Officer with POST certification

d. Two years assigned as Detective

e. Two years assigned as Community Oriented Problem Solving Officer

f. Two years assigned as DARE Officer with certification

g. Two years assigned as School Resource Officer

h. Two year assignment with ASAP, Uniform Field Sobriety

i. Two year assignment with SWAT

j. Two year assignment as an Accident Re-constructionist, with POST certification.

k. Four year FTO assignment

 

B. Officers who have completed the requirements in Paragraph I, Option I OR Option II shall submit verification to the Department Training Sergeant.

1. After verification of the requirements, the Training Sergeant shall submit a request to the Chief of Police.

2. The Chief of Police may authorize an officer's appointment to Master Police Officer status.

a. Members may meet the requirements for Master Police Officer; however, the final decision shall be made by the Chief of Police. Failure to maintain Master Police Officer standards may result in the loss of Master Police Officer status.

3. Master Police Officers will receive from the Department a shield and identification reflecting the designation status of "Master Police Officer."

C. Master Police Officer Standards:

1. A Master Police Officer is expected to maintain a high standard in all assignments, activities and duties.

2. A Master Police Officer is expected to be a mentor to less experienced Officers, and to present a professional image of the Murray City Police Department.

3. A Master Police Officer shall maintain a yearly evaluation rating of at least 3.80.

a.       If the evaluation rating is below 3.80, or if any category in the annual evaluation rating is below 3.0, the Officer will be disqualified from Master Police Officer status for a minimum period of 12 months.

4. The Chief of Police may remove the status of Master Police Officer from any Officer for cause, for any length of time.

5. If the Chief of Police removes the status of Master Police Officer from any Officer for cause, the disqualification period shall begin on the date of disqualification for that incident(s).

6. At the expiration of the disqualification period, the Officer may re-apply for

Master Officer status under the current Master Officer requirements. (The 3 consecutive 3.80 evaluation requirement shall be waved for re-instatement purposes only).

7. No Officer may re-apply for Master Officer status if the current year evaluation contains any rating below "Fully Successful".

Orange County Sheriff's Office Master Deputy Program

OCSO Master Deputy Program





The Orange County Sheriff's Office Master Deputy Program is a voluntary program designed for sworn personnel who have advanced their skills, but do not currently desire to pursue a supervisory career.

The goal of the program is to provide career deputies recognition for professional achievement and training, continued application of their expertise, and community involvement.

 

Interested Master Deputy candidates must meet the following requirements by November 30, 2013:

           Currently a Deputy First Class

           10 years continuous time in service as a full time sworn Orange County Deputy Sheriff

           No discipline resulting in suspension without pay, demotion, or disciplinary probation for the past year

           No Below Standards overall rating last two performance evaluations

           At least 20 hours community service within the past 24 months (Volunteer activities performed on the Deputy’s own time, not compensated, from a list of approved activities)

           At least 20 hours expertise sharing within the past 24 months (FTO, teaching law enforcement personnel)

           At least 20 hours approved training or 3 credit hours of college course work within the past 24 months

           60 additional hours of either community service, expertise sharing or training within the past 24 months

 

Eligible candidates are required to submit an application detailing why they should be Master Deputy and how they have fulfilled the requirements.

Based on a file review of all eligible applicants, candidates will be identified based on a point system (years of service, discipline and Master Deputy requirements).

Selected candidates will be appointed to Master Deputy in December 2013 and will receive Master Deputy pay of $53.84 per pay period. Master Deputies will be eligible to wear the Master Deputy insignia.

Re-certification: Once promoted to Master Deputy, Master Deputies must meet the 20 hours of community service, 20 hours of expertise sharing, 20 hours of training and 60 additional hours of any of the above categories every 24 months.

At the end of the 24 month cycle, if any one of the criteria is not fulfilled, the Master Deputy title and compensation will be removed until all of the criteria have been met during the next 24 month cycle.
